什么是GAP，为什么要制定GAP?
GAP系“GoodAgricultural．PrACtiCE”的简称即《中药材生产质量管理规范》。GAlP从保证中药材质量出发规范中药材各生产环节以至全过程以控制药材质量的各种因子达到药材真实、优质、稳定、可控的目的是中药材生产和质量管理的基本准则。其核心内容和最终目标就是生产优质高效的药材。适用于中药材生产企业生产中药材(含植物药及动物药)的全过程。制定GAP的主要原因有：(1)企业需要：生产、经营企业为了获得来源稳定、质量高、农药残留少的中药材强烈要求在产地建立中药材基地使中药材生产企业有章可循。(2)是实现中药有效监督管理的需要：实施GAP把中药材生产正式纳入药品监管体系为药品监管部门实现中药有效监管提供了法律保证。
